AB 854 reforms the Ellis Act and ends the speculator eviction loophole by requiring a 5 year holding period before the Ellis Act can be invoked to evict tenants. This would stop the vast majority of Ellis Act evictions in San Francisco. The bill made it out of its first committee hearing in Sacramento, and is on it’s way to the next!
